Dr. Du Kun's Proposal Approved by Provincial Secretary of Shandong Province

A few days ago,  Shandong Provincial Committee of Jiu San Society informed that the proposal of Suggestions on the Going Out of Shandong Agriculture in the Belt and Road submitted by Dr. Du Kun from the School of Economics (Cooperative School) of Qingdao Agricultural University(QAU)  was approved by Liu Jiayi, secretary of the Shandong Provincial Party Committee.  The proposal was also selected as a key and an important proposal by the 12th session of the Shandong Provincial Political Consultative Conference. 

The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to focus on the construction of the “Belt and Road”, adhere to the principle of joint introduction and going out, follow the principle of joint construction and sharing, strengthen the open cooperation of innovation capabilities, and form a pattern of connectivity between the land and the sea, west and east.  Dr. Du Kun of QAU specializes in agricultural economy, cooperative economy and “the Belt and Road” research. On the basis of extensive research and full argumentation, he comprehensively and systematically analyzed the status of agricultural development in major countries along the “Belt and Road” and during the agricultural development the challenges we have met. He puts forward the countermeasures and suggestions for “going out” of agriculture in our province.  Dr. Du Kun believes that Shandong is a large agricultural province. It is urgent to seize the “the Belt and Road” initiative to implement major opportunities, strengthen and broaden cooperation with countries along the line and key areas in agricultural resource development, production base construction, and agricultural product processing, and therefore facilitate  "go out" process of agricultural equipment, production materials and other advantageous production capacity. The proposal was submitted to the 12th session of the Shandong Provincial Political Consultative Conference as a collective proposal of the Shandong Provincial Committee of the Jiu San Society in March this year.  In May, Dr. Du Kun was invited to attend the Agricultural Going-Out Enterprise Symposium organized by the Shandong Provincial Department of Commerce to discuss the current situation of enterprise going out, the problems and difficulties in development, the next development plan and countermeasures. 

In recent years, representatives of various parties in QAU have given full play to their professional advantages, actively discussed and made suggestions, and submitted nearly 60 proposals for proposals each year.  More than 30 high-level, high-quality proposals were listed as provincial and CPPCC key proposals and the chairman's supervision proposal, which was highly valued and fully affirmed by relevant government departments.  The grassroots organizations and members of the democratic parties such as the National League of Democracy, the Democratic Progressive Party, the Democratic Progressive Party, the Zhi Gong Dang, and the Jiu San Society have been repeatedly evaluated by the provincial party committees and municipal committees of the Democratic Party as advanced grassroots organizations and outstanding individuals for advice and information work.  Among them, the’ Proposal on Strengthening the Construction of 'Blue Granary’’, which was reported by Professor of the College of Marine Science and Engineering Wang Wenqi, the CPPCC National Committee member, the member of the Jiu San Society, was listed as a major proposal of Shandong Province.  The proposal of Professor Qu Baohan, National People’s Congress Representative, former Chairman of the Basic Committee of the Democratic League and President of the School of Chemistry and Pharmacy, gave proposals on strengthening the supervision of pesticide management to ensure the safety of agricultural products which were put forward by the Qingdao Municipal People’s Congress.  Professor Li Zhonghua, member of the Standing Committee of Qingdao Municipal People's Congress, non-partisan, and dean of the School of Economics (Cooperative Institute), reported the "four lows" dilemma faced by agricultural professional cooperatives. Professor Luo Xiaoyong, member of the Qingdao Municipal Political Consultative Conference, the chairman of the Zhigong Party branch, and the deputy director of graduate school submitted two recommendations of the ‘Proposal on Strengthening the Management of Pesticide Management’ which were approved by the Vice Premier of the State Council Hui Liangyu. A proposal, brought by the Zhao Meiai, non-partisan person and professor of the School of Life Sciences, is on the construction of the World Expo approved by Li Qun, secretary of the Qingdao Municipal Party Committee. 

Du Fu, male, born in February 1982 in Qingdao, Shandong Province, doctoral degree, as member of the Jiu San Society and  lecturer of the School of Economics (Cooperative College). His  main research direction is the agricultural economy, cooperative economy and the “Belt and Road”. He is currently a member of the International Association of Agricultural and Rural Cooperative Economics, a special commissioner of Qingdao Science and Technology, a member of the Qingdao European and American Alumni Association, and a member of the Qingdao Municipal Writers Association Literature Translation Committee.  During the Qingdao Summit of the Shanghai Cooperation Organization, Dr. Du Kun participated in the service as a senior translator of the Qingdao Municipal Government.
